MASON & BIRD "TICKET OF LEAVE" WORKERS  NEW

Research by Marcia Maher
of the Kalamunda & Districts Historical Society

Benjamin Mason : Grateful Employer of Many Ticket-Of-Leavers

The Swan River Colony was set up in 1829 with great hope and probably a few wildly optimistic visions! Much has been researched and written on this period of Western Australia’s history.
As time passed, the colonists recognized that the colony would not survive without a rapid input of labour. Petitions were organized calling for convicts to be brought in from Britain’s numerous overflowing prisons and hulks. They were to become an available and compliant workforce.
Not everyone was keen for this to happen; some wished to retain the status of a free colony. However, in a period after 1842, juvenile offenders from the Parkhurst Reformatory Prison worked for a period in the Swan River Colony. They had been trained in carpentry, masonry and ironwork. It was generally agreed that the Parkhurst Boys, despite their criminal past, were a benefit to the fledgling colony. This provided a test-run of sorts.
So, with the need for labour increasingly becoming more urgent if the economy were to develop, finally in June 1850, Fremantle witnessed the first consignment of 75 convicts who arrived on the Scindian, along with free settler families and 5 Pensioner Guards with their families. This was the first of a total of over 9,700 convicts, all men, to arrive in the colony, the last of whom arrived in 1868.

BENJAMIN & ELIZA MASON

Gibbs says the emphasis was to be on good conduct which would be rewarded by working outside under supervision. Then a Ticket of Leave could be granted in a relatively short time (some immediately), continued good behaviour again being rewarded by a Conditional Pardon, leading in turn to a Certificate of Freedom.
Once a Ticket of Leave was granted the men could be employed as labourers of all sorts. To facilitate this, Hiring Depots were set up in a growing number of locations, including Guildford, Greenmount and Bilgoman Well.
Meanwhile, in 1831 a very young Benjamin Mason had arrived in the Swan River Colony with his enterprising family. Finishing his apprenticeship as a carpenter in 1850, Ben recognized the desperate need for timber for all sorts of building projects.
It is reported that by the early 1860s there were dozens of saw-pits wherever there were trees. The really big timbers were in the hills and that’s where the action needed to be. Nevertheless Mason’s Landing (also called Canning Landing) had been set up on the Canning River, the intention being to load cut timber on barges there to float down the Canning, into the Swan and even on to Fremantle.
In 1864 Benjamin Mason was granted a one- year lease to cut timber in the area around what is still called Mason Mill in Carmel. Thirty houses were constructed for the workers, a blacksmith and a wheelwright shop.  There was a huge demand for sleepers and all sorts of building timber. To keep up with demand, two steam engines were installed, one at Mason Mill in Carmel and one at Canning Landing by the river.
Transport was always the problem. Initially a reasonable track was built to cover the nine miles between the two locations. This involved bridge-building. In 1872 a wooden tramway was constructed along the same track (now Hardinge Road), to enable horse-drawn wagons to transport the timber down the hill to the Landing. For a full and comprehensive account of these developments Shaw and Slee
All of these developments took a huge amount of labour….enter the Ticket of Leavers.
During the period from the late 1860s to 1881, Benjamin Mason, operating under a series of business names, applied for and received at least 116 men, all ticket-of-leavers, to work for him.
The tasks carried out by these skilled and unskilled former convicts was varied, mainly as sawyers, labourers carpenters, teamsters, splitters, a boat man, general servant, cook and even a tailor. It was a hard life with much exertion required for the manual work in an isolated part of the world. But it was so much better than the prisons and hulks these men had previously experienced.
